Donna Hicho was starting to feel optimistic about improvements in the Linden area when foreclosures began pounding the neighborhood last year.
Hicho and the Greater Linden Development Corp. have been working for about a decade to revitalize the distressed north Columbus neighborhood with commercial development. The efforts were just starting to pay off, she said, when housing foreclosures began to climb and Ohio sank into a mortgage meltdown.
